Gail Nicula is an Adjunct Professor of Public Administration in the School of Public Service, Strome College of Business, Old Dominion University. She developed and teaches two original graduate level public administration courses at ODU: Community Participation (PADM 740) and Wicked Problems in Public Administration (PADM 653).
Dr. Nicula is a career public administrator, with 30 years of experience at the federal level and additional experience at the city and state levels of government. She retired in 2013 from the Joint Forces Staff College of National Defense University.
She is Vice-Chair/Chair-Elect of The Planning Council’s Board of Directors, a member of the Advisory Council to the School of Public Service at ODU, an Officer of Election in the city of Norfolk, and secretary of the Larchmont-Edgewater Civic League. She works currently with the ODU Resilience Collaborative, a cross-disciplinary team of ODU faculty members.
